Exceed 2's battle system is quite complex, so hopefully this'll make it easier to understand for those of us who don't fully grasp the concept.
This is practically being taken from Andamiro's dossier on the subject, since they understandably comprehend it far better than anyone. (Some edits made for sake of clarity, as Andamiro's American site tends to suffer from occasional mistranslation.)
Asteriks denote details that I'll explain with more detail after Andamiro's take on the subject.
Andamiro's Guide to Effective Battling
To play the battle system that is newly introduced in Exceed 2, gain the items displayed on the stepchart and correctly step on the general step to raise the gauge up, and then step on the action step when it appears. Then, an attack is made to disturb your counterpart’s play or an item is applied to shield you.
In addition, this system uses the hybrid grade system that keeps changing in accordance with the player’s capability. This uses also the life system in which some of the enemy’s attack is voided and the grade gets lowered as the life is reduced, so that the players can enjoy real style battle by running the system strategically even if their capabilities are discrepant.
If you eliminates all 5 lives of your counterpart’s displayed on the upper part of the screen by using such items well, you win the game.
+ Item Battle System +
11 unique items that play in the battle station of EXCEED2 enable you to strategically play so that you can disturb your counterpart and shield against his/her offense.
+ Hybrid Level System +*
This is the core system of the battle station that evaluates the players’ capability and keeps changing the hardship grade in accordance with their capability, so that they can enjoy the game that meets their level.
[*Whether this is a standard Battle system, or something akin to a Division format of play(whereas step difficulty changes mid-song), isn't yet known.]
+ Cinematic Battle System +
In Battle Station, 2 unique characters show various actions depending on the situation instead of the existing bga so that the battle can be more dynamic.
Item Battle
Every item appears in this mode, so that you can use various kinds of tactics.
Minesweeper*
Mine installation and flash items mainly appear in this mode, in which it is important to avoid mines.

Hyper Velocity*
Velocity increase items mainly appear in this mode, in which you should defeat your counterpart with rapid velocity.
[*Focus is on speed mod affliction.]
Hybrid Step*
In this mode, you can enjoy the score battle of hybrid hardship grade. (No items appear in this mode.)

Item Information
If you step on the action step that appears after you gain the item and certain amount of gauge, the item effect applies.
This makes your counterpart’s steps flash. The more the gauge is collected, the longer the flash maintaining time.
This launches missiles to your counterpart to reduce his/her gauge and life. The more the gauge is collected, the stronger the effect.
This absorbs your counterpart’s gauge and items depending on how many gauges you collect. The more the gauge is collected, the more the opponent's gauge is affected.
This changes your counterpart’s speed. It changes in 2X, 4X and 8X as the gauge is collected. If the gauge becomes fully charged, the earthworm*, which is the ultimate mode, applies.
This makes your counterpart’s step speed faster. If you use this without gauge all charged, this item does not work.
This is in the item inventory and enables you to shield against enemy’s any attack one time. You can destroy the shield of your counterpart’s by using this. You cannot fill the gauge with this.
This fills the gauge to install mines on your counterpart’s steps: as many as you want. The more the gauge is collected, the wider the affected area.
If you step on an arrow with this appearance, it explodes and life is reduced by a certain amount.
If the gauge is fully charged, you can gain life. If you use the item without a charged gauge, the item does not work.
This enables you to get one of the items you want.

+Even if you ignore an item step, there will be no 'Miss' judgment given.
+Battle System makes it possible for 2 persons to pay with 1 credit .
